January 6 Communiqué of the Frente Ayotzinapa #EPNnotWelcome

Frente Ayotzinapa USA has decided, in accordance with the
National Popular Assembly, to defend the people’s right to
organize and protest peacefully at all the Mexican consulates
and embassies within the United States in order to refuse the
gathering of Enrique Peña Nieto and Barack Obama on the
5th and 6th of January, 2015, in Washington, D.C.
Enrique Pena Nieto advertises himself as the savior of
Mexico, and Mexican consulates claim to protect and provide
services to Mexicans abroad. In reality, the Mexican state is
the perpetrator of the systematic disappearances and
massacres against indigenous people, campesinos, students,
social movements and everyday people. As agencies of the
state, the consulates play a crucial role in this systemic
violence.
In December 2008, Mexico and the United States signed the
first letter of agreement on the Merida Initiative, which
began a sinister historical chapter in the history of the policy,
also referred to as Plan Mexico or Plan Merida. More than 2.1
trillion USD funds were allocated by the Congress of the
United States to Mexico. As of the end of December 2014, the
Merida Plan has delivered $1.2 trillion in equipment and
training of police and other state organizations.
Violent deaths and forced disappearances have increased
since 2008 when the agreement between the two
governments was established. To date there are thousands
and thousands of dead and missing people. The Merida
Initiative has reinforced low intensity warfare,
counterinsurgency, and increased abuse of human rights by
the police and military forces. As examples, we have the
cases of 22 killed in Tlatlaya, 45 killed in Acteal, 2 official
deaths and sexual violence against women by the Mexican
army in Atenco, 17 killed in Aguas Blancas, the massacre of 72
in Tamaulipas, plus the thousands of women killed in Ciudad
Juárez, and the disappearance of 43 students on September
26 in Ayotzinapa, Guerrero. The latter case is the last straw
that poured out all the length and breadth of the country’s
outrage and anger. This resulted in thousands of people
coming out to the streets with the demands of the
presentation of the 43 students alive and the implementation
of punishment for the perpetrators.
Since Obama’s administration is sponsoring the Mexican
government, and because Plan Merida, or Plan Mexico, is
situated in the context of the criminalization of social struggle
in Mexico, we are united as one voice as Frente Ayotzinapa
USA against the agreements between the United States and
Mexico’s governments and demand the following:
STOP all economic aid from the USA to Mexico under the
bilateral agreements!
PRESENT THE STILL-MISSING 42 AYOTZINAPA STUDENTS
ALIVE!
PUNISHMENT AND IMPRISONMENT TO THE PERPETRATORS
FREEDOM FOR ALL MEXICAN POLITICAL PRISONERS!
STOP THE CRIMINALIZATION OF SOCIAL PROTEST!
